The NSA East Bank Redevelopment is transforming the former Naval Support Activity (NSA) Facility—one of New Orleans’ most historic and strategically significant sites—into a modern mixed-use residential and commercial district. Once a critical military and industrial operations hub along the Mississippi River, the site is now being reimagined as a vibrant, walkable neighborhood that blends affordable housing, neighborhood-serving retail, innovation space, adaptive reuse, and long-term community investment.

Project Overview

Located on approximately 22 acres along the east bank of the Mississippi River in the Bywater, the NSA East Bank Redevelopment is a multi-phase transformation that combines adaptive reuse of historic structures with new construction. The project is designed to support housing stability, economic development, workforce innovation, and neighborhood connectivity while honoring the site’s industrial and maritime legacy.

 

Phase I – 4400 Dauphine Apartments

Phase I establishes the foundation of the redevelopment and introduces the first major residential and commercial components.

The residential program includes 294 high-quality affordable apartment units designed to support long-term housing stability for working families and residents seeking to remain in the neighborhood. This scale of affordable housing is uncommon in the Bywater submarket and represents a significant commitment to equitable development.

The commercial program includes approximately 32,000+ square feet of ground-floor retail space intended to serve both on-site residents and the surrounding community. The retail mix is well suited for food and beverage users, neighborhood cafés and restaurants, service retail, wellness and medical users, and locally owned businesses.

Innovation and Workforce Development – Newlab at NSA

A key component of the NSA East Bank vision is the inclusion of Newlab, a global innovation platform that supports entrepreneurs, startups, and applied research focused on solving real-world challenges.

Newlab’s presence at NSA East Bank anchors the site as a hub for innovation, workforce development, and technology-driven economic growth, creating daily activity beyond traditional residential and retail uses. This use strengthens the mixed-use ecosystem by attracting talent, employers, researchers, and institutional partners while generating consistent daytime demand for on-site retail and services.

The integration of Newlab reinforces NSA East Bank as not only a residential neighborhood, but also a place to work, collaborate, and innovate.

Parking and Access

The redevelopment includes substantial parking infrastructure designed to support residential, retail, and innovation uses. Phase I provides approximately 213 surface parking spaces, along with 868 structured parking spaces located on floors three through six of Building 602. This parking supply supports residents, retail customers, Newlab users, and visitors, providing a key advantage within a historic neighborhood context.

NSA East Bank is positioned as a new mixed-use destination within the Bywater and Marigny area. The project benefits from proximity to established neighborhoods, access to the CBD and French Quarter, and a unique combination of housing, retail, innovation, and parking at scale.
